Public Meetings and Key Events

The following is a list of public meetings held and key events in connection with the Housing Element update in reverse chronological order:

September 4, 2024: Housing Element Certified by HCD

The California department of Housing and Community Development (HCD) notified the City on September 4, 2024, that the Housing Element adopted by the City Council on May 14, 2024, is in compliance with the State Housing Element Law. July 16, 2024: City Council Housing Element Rezoning Public Hearing

On July 16, 2024, the City Council approved, with a 4-1 vote, the second reading of the Municipal Code Amendments and Zoning Map Amendments to ensure conformance with the Housing Element and related CEQA exemption. Meeting details can be found here.

July 2, 2024: City Council Housing Element Rezoning Hearing

The City Council conducted a public hearing on July 2, 2024 on Municipal Code Text, Specific Plan, Below Market Rate Mitigation Manual, and Zoning Map Amendments related to implementation of the 6th cycle Housing Element. The item passed with a 3-2 vote. Meeting information can be found here.

June 11, 2024: Planning Commission Housing Element Rezoning Meeting

The Planning Commission conducted a public hearing on June 11, 2024, recommending by a unanimous vote that the City Council approve development standards for housing development anticipated from adoption of the Housing Element in May 2024. These standards include the creation of new zoning districts, adoption of new standards, modification of existing standards, and changes to other policy documents to be consistent with the adopted Housing Element and state law. In addition, properties must be rezoned to reflect the changes anticipated with adoption of the Housing Element. Please see the meeting details and materials here.

Final Actions:

The Planning Commission adopted Resolution No. 24-10 and 24-11 recommending that the City Council adopt the proposed resolutions for edits to the Heart of the City Specific Plan and Below Market Rate Housing Mitigation Manual, and the Zoning Map respectively. The Commission failed to make a recommendation on the proposed edits to the Municipal Code. View meeting minutes online.

May 14, 2024: City Council Housing Element Adoption Hearing

The City Council adopted the Housing Element and the related associated General Plan amendments necessary for its adoption on Tuesday, May 14, 2024 with a 3-1-1 vote. Please see the meeting details and materials here.

Final Actions:

The City Council adopted Resolution No. 24-039 adopting the Housing Element.

April 29, 2024: Planning Commission Meeting - Housing Element Adoption

The Planning Commission conducted a public hearing at a special meeting on Monday, April 29, 2024, recommending by a 3-2 vote that the City Council adopt the Housing Element and the related associated amendments necessary for its adoption. Please see the meeting details and materials here.

Final Action:

The Planning Commission adopted Resolution No. 2024-05 recommending adoption of the Conditionally Certified Housing Element.

April 10, 2024: HCD Letter Conditionally Certifying Housing Element Received

The City of Cupertino received a letter from the State of California Department of Housing and Community Development (HCD) on April 10, 2024(PDF, 564KB) , stating that the Draft Housing Element meets the statutory requirements of State Housing Element Law. The City will be found in substantial compliance once the necessary rezones are completed.

March 2024: Revised Third Draft Housing Element

The revised Third Draft Housing Element(PDF, 19MB) was available for review and public comment beginning March 20, 2024. The revised 2023-2031 Draft Housing Element addressed informal comments received from the State of California Department of Housing and Community Development (HCD) on the Third Draft. Public Comments were received on this Revised Third Draft, which were taken into consideration prior to submitting this draft to HCD. The Revised Third Draft Housing Element was submitted to HCD on March 30, 2024.

February 2024: Third Draft Housing Element

The Third Draft Housing Element(PDF, 19MB) was available for review and public comment beginning February 16, 2024. The revised 2023-2031 Draft Housing Element addressed comments received from the State of California Department of Housing and Community Development (HCD) in December 2023(PDF, 235KB). Public comments received on the Third Draft Housing Element were considered prior to finalization of the Third Draft for submission to HCD. The City resubmitted the Third Draft Housing Element to HCD for review on Tuesday, February 27.

November/December 2023: Revised Second Draft Housing Element

The revised Second Draft Housing Element(PDF, 19MB) was available for review and public comment beginning November 30, 2024. The revised 2023-2031 Draft Housing Element addressed informal comments received from the State of California Department of Housing and Community Development (HCD) on the Second Draft. The City received public comments on the revised Second Draft Housing Element which were considered prior to finalizing the Draft Housing Element for resubmission to HCD. The City submitted the Revised Second Draft Housing Element to HCD on December 11, 2023.

October 2023: Second Draft Housing Element

The Second Draft Housing Element(PDF, 31MB) was available for review and public comment beginning October 6, 2023. The revised 2023-2031 Draft Housing Element addressed comments received from the State of California Department of Housing and Community Development (HCD) in May 2023(PDF, 281KB). Public comments received were considered prior to finalization of the Second Draft Housing Element. The City resubmitted the Second Draft Housing Element to HCD for review on Monday, October 16, 2023.

September 14, 2023: Virtual Community Open House on Housing Element Rezoning

Date and Time: Thursday, September 14, 2023 at 6 p.m.

This virtual open house focused on rezoning, where new housing may occur in the City, and community development preferences. The information shared at this virtual event was a repeat of the in-person open house held on September 9, 2023. Meeting materials and the recording are below:

July 25, 2023: Housing Element Update Study Session and Direction on Sites Inventory

On Tuesday, July 25 at 5:00 p.m., the Cupertino City Council held a study session on the Housing Element update. The study session provided background on the Housing Element, the City’s progress so far, a sites inventory strategy, housing policies, and the next steps leading to the completion of the project. Please see the meeting details and materials here:

April 18, 2023: Public SEIR Meeting on Cupertino Housing Element

On Tuesday, April 18 the City hosted a community meeting on the preparation of a Subsequent Environmental Impact Report (SEIR) for the City of Cupertino General Plan 2040 and associated Zoning Code Amendments. Updates to the General Plan 2040 are required to bring the Housing Element and the Health and Safety Element into compliance with State law. Subsequent updates to the Land Use and Community Character, Mobility Elements and Zoning Code are also required as a result of updates to the Housing Element.

September 26, 2022: Community Meeting

The Unheard Voices of Cupertino: Community Meeting for Cupertino Workers and House-Rich Residents

On September 26, we heard from people directly impacted by the housing crisis who work in Cupertino but cannot afford to live here and people who own a home, yet are low-income. The meeting featured a panel of individuals who shared their experiences, and breakout groups that engaged participants in a dialogue.

September 16, 2022: Strategic Advisory Committee Meeting #6

The Housing Element Strategic Advisory Committee met on Friday, September 16 from 1 p.m. to 3 p.m. to discuss a report from staff and EMC Planning Group regarding: 1) The upcoming September 26, 2022 Community Meeting; 2) Results of the online Housing Survey; 3) Summaries of the May 23 and July 25, 2022 Community meetings. This new committee was established by the City Council during the March 8 City Council meeting to provide guidance on plans for public outreach and community engagement strategies for the Housing Element Update.

September 8, 2022: Housing Commission Meeting

The Housing Commission met on Thursday, September 8, 2022 at 9 a.m. to prepare a draft memo to the City Council and City Manager, identifying opportunities for the Housing Commission to contribute to the Housing Element Update. August 30, 2022: City Council Meeting to discuss sites

The City Council met on August 30, 2022 at 5:00 PM to discuss the Cupertino housing sites inventory list. Please see the meeting details and materials here. You can also download a sites inventory list related to this meeting here(PDF, 108KB).

July 20, 2022: Community Meeting on Cupertino Housing Element: Perspectives of Students and Older Adults

When it comes to housing, both youth and older adults find themselves in very interesting positions, with unique barriers and challenges. This community meeting included a panel of De Anza students, Cupertino high school students, and older adults, who shared their experiences related to housing. Hear new perspectives and to share your own experiences.

May 23, 2022: Cupertino Housing Element: Community Meeting for Inclusive Housing

On Monday, May 23rd, West Valley Community Services hosted a Cupertino Housing Element: Community Meeting for Inclusive Housing in partnership with the City of Cupertino. During this hybrid event, community members came together to learn about Affirmatively Furthering Fair Housing and hear from four panelists about their experiences with homelessness, housing, disabilities, veteran status, discrimination, and more. There were about 50 virtual and 20 in person attendees. Community members also had the opportunity to have dialogue with one another during two breakout rooms. They discussed why they attended this meeting, how hearing from people with lived experience changed their perspective, and what their own experiences with housing were.

September 21, 2021: City Council Meeting - Initiate the Housing Element Update and contract

The City Council met on September 21, 2021 at 5:30 p.m. to initiate the Sixth-Cycle General Plan Housing Element update, consider consultant agreement to complete the Sixth-Cycle General Plan Housing Element update, related rezoning, and all necessary environmental review as required under State law, and associated budget modification.
