All-Inclusive Playground at Jollyman Park

2025-05-19 Jollyman Park All-Inclusive Playground Construction Complete

The City of Cupertino is proud to announce the completion of the All-Inclusive Playground at Jollyman Park, funded through the Santa Clara County All-Inclusive Playground Grant (AIPG) program.

In 2018, City Council authorized staff to apply for the County’s AIPG grant program, receiving an award of $1,448,201 with a City match contribution. Additional project costs were covered through fundraising and donations. The City of Cupertino conducted a Feasibility Study on potential park sites and thoroughly evaluated each one. Results were presented to the Parks and Recreation Commission and concluded that Jollyman Park was the 1st choice. The Commission endorsed this finding.

Ribbon-Cutting Ceremony

In celebration of this major milestone, the City of Cupertino proudly hosted the ribbon-cutting ceremony for the community’s first-ever all-inclusive playground at Jollyman Park. With over 200 community members in attendance, the event marked a significant step forward in the City’s ongoing commitment to creating accessible and inclusive public spaces for individuals of all abilities.

The celebration featured a musical performance by the Dream Achiever Band from Friends of Children with Special Needs, setting a festive tone for the occasion. We were honored to welcome several special guests from Assemblymember Ahrens’ Office, PG&E, and MIG, organizations that all played meaningful roles in bringing this vision to life. Read the press release here(PDF, 162KB).

May 2025

Construction Completed

Construction, led by QLM, Inc., was successfully completed in May 2025. The new playground offers an inclusive, accessible space designed for individuals of all abilities to play, socialize, and thrive.

Groundbreaking Ceremony

The City of Cupertino celebrated the official start of construction for the All-Inclusive Playground at a groundbreaking ceremony at Jollyman Park. City leaders, project partners, and community members gathered to mark this important milestone with speeches, a ceremonial shovel dig, and a look ahead to the playground’s completion.

State Funding Secured

The City of Cupertino was awarded $1 million in state funding, championed by Assemblymember Evan Low, to support the development of the All-Inclusive Playground at Jollyman Park. This vital contribution supplemented the City's grant award from Santa Clara County and helped move the project closer to reality. Read the press release here(PDF, 172KB).

Project Description

The City proposes building a quality all-inclusive playground at Jollyman Park, one of the City’s largest parks. It is an inviting space with a green lawn, a looped pathway system, and beautiful large trees imparting a serene quality. The playground will provide about 0.85 acre in core play area plus a landscaped buffer area at its edges. The new playground will be conveniently located along the Stelling Road frontage, immediately adjacent to the existing parking lot area.

The project aims to incorporate the best supportive play theories and practices to appeal to people of all ages and abilities. The design will support recreation and social interaction for people with autism, sensory challenges, cognitive, developmental, and physical disabilities, and those without special needs. The project leverages public grant funding with private donations to maximize the playground design to be reimagined and renovated to meet AIPG guidelines.

Design Procurement

On August 1, 2021, the City released a Request for Qualifications (RFQ) for a design team to provide landscape architectural, engineering, and associated services to design an all-inclusive playground. The City evaluated all written qualifications submitted on August 30, 2021. For further information, see firm submittals below. The most qualified and responsive consultants were invited for interviews to clarify the technical approach, qualifications, and capabilities provided in response to the RFQ. The City ranked the qualified firms to perform the solicited services based on the published criteria from the proposal evaluation and subsequent interview discussions. The City invited MIG, the top-ranking consultant, to negotiate fees in order to enter into a Design Professional Contract. In May 2024, the project was publicly posted for bids on the construction. QLM, Inc. was the successful bidder, and will begin construction in July 2024. The work will be completed in Spring 2025.
