Fences
Fences are allowed between neighboring properties per the Fence Ordinance regulations. See regulations for non-residential property.
For property zoned R1, R2 or R3, a fence up to eight (8) foot tall may be constructed at the property line except on the front property line. Note that you need neighbor permission and/or a building permit, if proposing a fence taller than seven (7) feet. See table below for details. In the front yard setback area, a three foot (3') tall fence is allowed.

RHS and OS Zones
If you are in Residential Hillside (RHS) or Open Space (OS) Zones:
Fence regulations are different to allow wildlife access to their habitat and paths of travel. Please check Section 19.48.030(F).
In RHS zones, you may construct a gate to control access on private roads and driveways with the approval of the Director of Community Development for the design of the gate.
