Planning Commission

The Planning Commission consists of five members appointed by the City Council to overlapping four-year terms. The Commission's primary function is in an advisory role to the Council on land use matters such as specific and general plans, zonings and subdivisions. The commission reviews other matters as specified by City ordinances or Title VII of the Government Code of California (also see Municipal Code 2.32.070 Powers and Functions).

Meetings are held at 6:45 p.m. on the second and fourth Tuesday of each month in the Community Hall Council Chamber, unless cancelled. Bio: Santosh (San)Rao has lived in Cupertino since 2015 and worked in Cupertino since 1998. He has nearly 30 years of leadership experience across a number of Silicon Valley technology companies. San is an active community member of Cupertino's local communities and is often to be found at the Cupertino Sport Center, Cupertino Senior Center, Northwest YMCA. San is a parent at two Cupertino local schools and has actively participated in those communities as a current School Site council member and a Safe Routes to school parent rep at both schools.

Bio: Tracy Kosolcharoen is deeply committed to our local community. She is an alumni of Cupertino’s public schools, including Faria, Kennedy, and Monta Vista. Currently, Tracy serves on the Valley Transit Authority Citizens Advisory Committee, the Board of the Cupertino Little League, and is excited to bring the perspectives of both our community and its local agencies to the Cupertino Planning Commission. She also loves bringing residents together by organizing block parties for her neighborhood each year.

Tracy holds a B.S. in Economics from the University of Pennsylvania’s Wharton School. Her career spans finance and marketing at global companies including American Express, Bank of America, OpenTable, Wunderman Thompson (advertising), and Eventbrite. After years in Philadelphia, NYC, and SF, she was delighted to finally settle down in Cupertino to raise her family.

David Fung

Bio: David Fung is a technical leader and software engineer for the Rivian -Volkswagen Group Tech joint venture. He has over 40 years of experience with established and startup companies in Silicon Valley, including 13 years at Apple.

Mr. Fung has been a resident of Cupertino since 1986. In addition to a prior term on the Planning Commission, he has served 7 years on the Parks & Recreation Commission.

Seema Lindskog

Bio: Seema and her family have lived in Cupertino for close to 20 years. She had a long career as a senior marketing executive for several Fortune 500 companies and continues to advise corporations as an independent marketing consultant. Seema has been an active community leader in multiple roles. She is the Chair of Walk Bike Cupertino, a volunteer-led organization dedicated to improving pedestrian and cycling access in the city. Seema is committed to student safety, serving as a Safe Routes to School Parent at Eaton Elementary School, Lawson Middle School, and Cupertino High School. She also served as PTSA Board Member at Cupertino High School.

Seema is active with the Rotary Club of Cupertino and served as the Co-Chair of the Climate Action Committee. In that role, she launched a project to install solar systems on the roofs of local non-profits, generating over $1 million in cost saving. She also spearheaded a project to create an e-bike loaner program for De Anza College students, the first such project in the state.

During COVID, Seema organized a group of Cupertino residents named Masks for Heroes to hand manufacture over 5,000 masks, that were donated to organizations in need such as nursing homes, assisted living center, hospitals, essential farm workers, and the Navajo Nation. The group received an official recognition from the Mayor of Cupertino for their extraordinary work in September 2020.

Seema loves to be outdoors, whether it’s biking to breakfast or walking with her dog. She is passionate about making Cupertino more livable, friendly, and vibrant.
